The usual sequence is: attend the university orientation, complete alien registration at the immigration office within the required period, then open a bank account and get a phone number once your residence card is issued. Health insurance enrolment is normally guided by the university at the same time. Your university's international office schedules most of these as group appointments — follow their notices, because slots are limited at the start of term. Keep the receipt and copies of everything. Later procedures, such as extending your period of stay, ask for these documents again.
